SACRAMENTO – Today, Governor Jerry Brown signed into law a measure to provide the same legal protection to children of same-sex couples as is afforded to other families. AB 2684, authored by Assemblymember Richard Bloom (D-Santa Monica), updates California’s Uniform Parentage Act, which was promulgated to extend the parent-child relationship equally to every child and parent, regardless of the martial status of the parents.

SACRAMENTO – Today, legislation to allow fair compensation for peer review panelists in the CA Arts Council was signed by Governor Jerry Brown.  AB 2456, authored by Assemblymember Richard Bloom (D-Santa Monica), authorizes the California Arts Council to compensate grant program review panelists for their time spent reviewing and discussing grant program applications.

SACRAMENTO – Today, Governor Jerry Brown signed AB 3251, a measure that authorizes the sale of the Sylmar National Guard Armory, which would allow the Los Angeles Homeless Services Authority (LSHSA) to purchase the armory in order to use it for bridge housing for women experiencing homelessness.

SACRAMENTO – Yesterday, Governor Jerry Brown signed AB 1884, a measure co-authored by Assemblymember Richard Bloom (D–Santa Monica), which would prohibit full-service, dine-in restaurants from offering plastic straws to customers unless requested.

SACRAMENTO – Yesterday, Governor Jerry Brown signed AB 1573, opening the doors to more innovation and sustainability in the commercial fishing industry. The measure, introduced by Assemblymember Richard Bloom (D-Santa Monica), authorizes the California Department of Fish and Wildlife to implement an Exempted Fishing Permit program. The program would allow anglers and collaborative research partners to obtain limited exemptions from state fishing laws and regulations in order to pursue fishery-related research and experimentation.

SACRAMENTO – On August 30, the California State Assembly passed AB 2797, providing a much needed clarification to the application of State Density Bonus Law and the Mello Act in the Coastal Zone. The measure, introduced by Assemblymember Richard Bloom (D-Santa Monica) clarifies that a project cannot be found inconsistent with the Coastal Act merely because it receives a density increase under state law. This long-held interpretation of Density Bonus Law had recently come under question and been litigated in Kalnel Gardens, LLC v. City of Los Angeles.

SACRAMENTO – On Wednesday, August 29, the California State Senate approved Assemblymember Richard Bloom’s (D-Santa Monica) measure to reform the process for determining and apportioning regional housing needs. AB 1771 makes several changes to the Regional Housing Needs Allocation process, including requiring the regional distribution to be more data-driven and equitable.
