California Governor Signs Bill Addressing Access to Safe Freshwater Recreation Sites
SACRAMENTO – Yesterday evening, Governor Newsom signed AB 1009, effectively establishing California’s first Farm to Community Food Hub Program to promote direct farm and ranch sales to local communities. Authored by Assemblymember Richard Bloom (D – Santa Monica), AB 1009 will use the state’s $15,000,000 investment from this year’s budget to implement three food hubs throughout the state.
SACRAMENTO – Today, Governor Newsom signed AB 721 into law. Authored by Assemblymember Richard Bloom (D – Santa Monica), AB 721 will remove vestiges of racist redlining and segregation in the form of covenants prohibiting multi family housing – even where local zoning allows it. These covenants have hindered affordable and supportive housing development throughout the State.
(SACRAMENTO) – Today, California Governor Gavin Newsom signed into law AB 1398 authored by Assemblymember Richard Bloom (D – Santa Monica). AB 1398 will work to incentivize timely compliance with the housing element, or state housing laws.
September 2, 2021 (SACRAMENTO) – Today, the California State Legislature approved Assembly Bill 721, authored by Assemblymember Richard Bloom, to invalidate vestiges of discrimination in housing covenants. AB 721 provides property owners with a process to remove exclusionary language in housing deeds to allow for more affordable and supportive housing that is consistent with local zoning.
September 1, 2021 (SACRAMENTO) – Today, the California State Senate approved Assembly Bill 1282, the California Pet Blood Bank Modernization Act, authored by Assemblymember Richard Bloom (D – Santa Monica) and Senate Republican Leader Scott Wilk (R - Santa Clarita), along with Assemblymembers Kevin Mullin (D – San Mateo), Devon Mathis (R – Visalia), and Chad Mayes (I – Yucca Valley).

The Tax Credit simultaneously confronts the homelessness crisis facing California while also addressing the job losses stemming from the COVID-19 pandemic that have disproportionately harmed low-income communities.
SACRAMENTO – Today, the Senate Committee on Business, Professions and Economic Development passed AB 1282 with broad bipartisan support after unanimously passing the Senate Agriculture Committee earlier this month.
